Fuel prices rise due to CO2 pricing.
The additional CO2 pricing, which came into effect in October 2022, will increase further at the beginning of 2023. The original plan was to increase from 30 to 35 euros per ton of CO2. However, due to price increases for fossil fuels, the law allows the planned expansion to be halved to 32.5 euros per metric ton. This means that prices at the pumps will rise by 0.75 cents per litre of diesel and 0.68 cents per litre of gasoline.
Tightening of the standard consumption levy
The standard consumption tax (NoVA), payable once for new vehicles, will increase by one percentage point at the turn of the year for all new passenger cars that emit more than 104 grams of CO2 per kilometre. This corresponds to a standard consumption of four litres of diesel or around 4.6 litres of gasoline per 100 kilometres. For a car, about 30,000 euros net, for example, means an increase of 300 euros compared to 2022.
Cars that emit more than 170 grams of CO2 per kilometre will pay a malus from 2023. This measure will affect vehicles with more than about 6.5 litres of diesel or about 7.5 litres of gasoline. In addition, they will pay a malus of 70 euros for every gram above the limit in 2023.
Furthermore, the maximum tax rate for the NoVA percentage on passenger cars will be raised to 70 percent at the beginning of the year. This measure will affect vehicles with more than 15 litres of diesel or just under 18 litres of gasoline. Small trucks may also become more expensive, as the NoVA rate will increase here, albeit only from higher consumption levels.
A transitional rule applies: anyone who has signed an irrevocable written purchase agreement for a new vehicle before Dec. 1, 2022, will not be affected by the NoVA increases, provided the car is delivered before April 1, 2023.
Motor-related insurance tax tightened
The engine-related insurance tax (mVSt) will be 34.56 euros per year higher for almost all cars registered for the first time on or after January 1, 2023, than for the first registration in 2022. Only more efficient or lower-performance passenger cars will see a minor tax increase, or none. Important: Nothing will change for vehicles that have already been registered.
Increased amounts for January 1rs to expire
The temporarily increased commuter allowance and commuter euro due to the high fuel prices will only be valid up to and including June 2023.
Freeway toll stickers to become more expensive
By legal requirements, the rates for the freeway toll sticker will be adjusted: Thus, in 2023, the annual vignette for passenger cars will cost 96.40 euros and that for motorcycles 38.20 euros. The two-month toll sticker will cost 29 euros for cars and 14.50 euros for motorcycles, and the ten-day toll sticker will cost 9.90 euros for cars and 5.80 euros for motorcycles.
