ZAGREB, CROATIA – July 17, 2025 – The Philippines and Croatia have taken a significant step in strengthening their labor cooperation by signing the Implementing Guidelines for a pilot project that will facilitate the recruitment and employment of Filipino hotel workers in Croatia.
The guidelines were formalized during a hybrid signing ceremony held simultaneously in Manila and Zagreb. Department of Migrant Workers Undersecretary Felicitas Bay and Croatian Employment Service Director General Ante Lončar signed the document, marking the official start of the initiative.
In Zagreb, the signing was witnessed by Philippine Ambassador to Croatia Evangelina A. Bernas, along with Labor Attaché Delmer Cruz and First Secretary Theodore Andrei Bauzon.
“This pilot project reflects the deepening ties between our two countries and underscores our mutual commitment to fair and ethical recruitment practices,” said Ambassador Bernas.
Under the program, Filipino workers will be deployed to hotels in Croatia through a government-to-government arrangement. The project includes standardized employment contracts and ensures that Filipino workers have access to Croatia’s dispute resolution mechanisms.
This initiative follows the 2024 Memorandum of Cooperation between the Philippines and Croatia in the field of labor and represents a concrete step in its implementation.
