Even though children under the age of 14 cannot be prosecuted, victims can file civil claims and seek compensation for the damage caused, such as cleaning the facade of a house. In addition, a report will be made to the responsible youth welfare service.

The police are therefore asking all parents and guardians to have a clarifying discussion with their children and teenagers before Halloween: Make your children aware that often harmless “pranks” constitute criminal offenses.

“Explain to them the best way to go about their ‘Halloween tour.’ It makes sense to sit down with your children and decide when they are allowed to go out, with whom, until what time, and what is and isn’t allowed. The legal framework for this is provided by the Youth Protection Act,” according to the executive.
