What can the e-vaccination certificate do?
As with the classic paper vaccination card, the e-vaccination card will in future record all vaccinations that a person has received. This also applies to the Corona vaccination, which consists of two partial vaccinations. In the first stage, individuals will be able to call up, save and print out their vaccinations in the ELGA portal. A dedicated app is also planned for the second half of 2021. A reminder function is also planned for the long term.
What is the central vaccination register?
Previously, each federal state operated its own vaccination database and the data was not uniform. Therefore, a national vaccination register was created in which all vaccinations will be recorded. This central vaccination register will store who has been vaccinated on which day by whom with which vaccine. The local databases of the federal states will remain in place, but the data will be synchronized with the vaccination register.
Why is this needed?
Digital data is important for public health. Especially when it comes to outbreaks of certain diseases, it is important to know how many people have been vaccinated against them. Nothing demonstrates this more clearly than the current Corona pandemic. In the future, decisions should be able to be made on the basis of reliable data.
Why is there no opt-out?
Because the legislator has stipulated it that way. The ulterior motive is that it makes sense from an epidemiological point of view that the data are complete and that one can calculate the vaccination coverage rate.
What does this mean for Corona vaccination?
By the end of March, the e-vaccination record should be ready so that all Corona vaccinations will be recorded in the central vaccination register nationwide and can also be used as a basis to calculate the vaccination coverage rate of the population. We are currently in the process of adding the data for the first vaccinations from December 2020.
How does the data get into the system?
The vaccinating physicians are given various technical options for entering the data into the vaccination register. The data is not transferred via the normal Internet, but via a secure health network. Physicians in private practice can enter the vaccination data via the e-card system, for example. In addition, there is a mobile solution with tablets as well as an access option for facilities such as hospitals that already work with ELGA. The greatest challenge at present is to connect all players with very different levels of digital equipment across the board.
Is the data also stored on the e-card?
No, the data is stored in the central vaccination register. Citizens can currently access the vaccination data via the ELGA portal and subsequently via an app. The e-card is only needed to identify oneself at the time of vaccination.
