Vienna – The “lockdown for the unvaccinated” is to come into effect across Austria on Monday night. This is according to the draft of the 5th Covid Protective Measures Ordinance published by APA. This will allow Austrians without proof of 2G to leave their homes only for reasons already known from previous lockdowns – such as running necessary errands, going to work or for physical and mental recreation. Children under twelve are excluded.
The measures provided for in the ordinance form a minimum framework; the states can enact stricter rules. On Sunday, state governors will hold a video conference with the federal government to discuss measures to curb the current sharp rise in infection rates. The exit restrictions for the unvaccinated are intended to “prevent a breakdown in medical care,” according to the draft ordinance.
Exceptions
Still possible, in any case, will be the route to vaccination or corona testing, according to the draft. The “satisfaction of basic religious needs” will also be possible. According to several media reports, it will be possible to leave one’s home if there is an “imminent danger to life, limb or property” or if one meets one’s life partner or other important persons. Even those who need to stock up on basic necessities, such as going to the supermarket or pharmacy, should be allowed to leave their own four walls. Anyone who wants to go to a fashion store or furniture store needs full vaccination protection.
Other exemptions are to include: Going to the doctor, taking care of animals, going to work, going to the authorities, and spending time outdoors for physical and mental recreation. This should be possible alone or with people in the household shared by the unvaccinated or with another person.
Who is considered vaccinated?
According to media reports, anyone who has been immunized twice with the vaccine from Astra Zeneca, Biontech/Pfizer or Moderna and the second dose was given no longer than 360 days ago is considered vaccinated. A vaccination with the vaccine from Johnson&Johnson must not be longer than 270 days ago. Recovered need a doctor’s confirmation or a certificate of segregation not older than 180 days.
FFP2 mask obligation for all
The mask obligation is tightened for all. In closed rooms of public places, in cabs and public transport, as well as in cable cars and cogwheel railroads if they are used to cover necessary basic needs, FFP2 masks will be mandatory. For the use of cable cars during leisure time or for other reasons, the 2G rule shall also apply.
Formally, the ordinance still has to be rubber-stamped by the main committee of the National Council on Sunday evening. However, in view of the ÖVP-Green coalition majority, this is considered certain. The ordinance will initially be valid until November 24 and would then have to be extended. The details of the ordinance are to be announced at a press conference tomorrow, Sunday, at around 12 noon.
