As August begins, several new rules and regulations come into force across Austria, affecting workers, consumers, migrants and even homeowners. From construction-site digitalisation to EU-wide packaging reforms, here is an overview of the most important changes taking effect this month.
BauID Card Reorganized From 1 August
Austria’s construction sector sees a major administrative shift: the BauID card, used to identify workers on construction sites and simplify inspections, will now be issued directly by the Bauarbeiter-Urlaubs- und Abfertigungskasse (BUAK).
- Participation remains voluntary.
- Around 140,000 construction workers are expected to receive the card free of charge over the next three years.
- Labour Minister Korinna Schumann called the reform a step toward “paperless construction sites” and reduced bureaucracy.
The reform also standardizes the Schlechtwetterentschädigung (bad-weather compensation). Instead of separate summer and winter periods, workers will now have a uniform entitlement of 320 hours per business year.
New EU Packaging Rules Apply From 12 August
A sweeping EU packaging regulation becomes applicable across all member states—including Austria—on 12 August 2026. The regulation covers nearly all packaging and packaging waste, regardless of material or origin.
Key goals include:
- increasing the use of recycled materials,
- reducing packaging waste,
- improving recycling systems,
- strengthening the circular economy,
- expanding reuse and refill options.
For consumers, visible changes in supermarkets may take time, as many obligations phase in gradually. For businesses—manufacturers, retailers, logistics companies and gastronomy—the new rules apply immediately.
One rule takes effect right away: food-contact packaging must comply with new PFAS limits. PFAS chemicals, valued for their water- and grease-resistant properties, will face strict thresholds to reduce environmental and health risks.
Coffee Capsules and Tea Bags Now Count as Packaging
Under the new EU rules, coffee capsules, coffee pads and tea bags are officially classified as packaging. Producers must integrate them into extended collection and recycling systems.
However, mandatory system participation begins 1 October 2026, giving companies time to adapt.
New Rules for Residence Permits Expected in August
Austria is preparing to implement changes to the Niederlassungs- und Aufenthaltsgesetz (Settlement and Residence Act), aligning national law with the EU’s new asylum and migration framework.
Key changes include:
- A simplified procedure for the combined work-and-residence permit for third-country nationals.
- A 90-day decision deadline for authorities.
- Updated rules for changing employers.
- A restructured family reunification process, now tied to national capacity limits.
The National Council approved the package on 20 May 2026. The reforms are expected to enter into force in August, pending final constitutional approval by Austria’s federal states.
Salzburg: New Deadline for Renovation Subsidies
Residents of Salzburg face a specific change: starting 1 August 2026, registration for certain renovation subsidies must occur before commissioning any work.
Affected projects include:
- age-appropriate or disability-accessible home modifications,
- newly installed or converted elevators.
Registration must be completed via the ZEUS portal. Subsidies can cover up to 25% of actual costs, subject to additional conditions and limits.
The province is working on a legal solution for cases where registration was missed. A temporary exemption is planned for all projects commissioned before 1 August 2026.

August brings a mix of administrative simplification, environmental regulation and migration policy updates. While some changes—like PFAS limits—take effect immediately, others will unfold gradually over the coming months.
