  4. Zimbabwe
  5. Lesotho

  7. Mozambique
  8. Austria
  9. Czech Republic
  10. Hungary
  11. The Netherlands
  12. Switzerland
  13. Belgium
  14. Italy

Passengers already in transit and all those who have been to red list countries within 14 days prior to their arrival to the Philippines and will arrive before 12:01 a.m. of November 30, 2021, shall not be subject to this restriction from entry. Passengers who have already arrived prior to Nov. 28 are then required to complete their respective testing and quarantine protocols.

Passengers, whether Filipinos or foreigners, merely transiting through the said countries shall not be deemed as having come from or having been to the said country if they stayed in the airport the whole time and were not cleared for entry into such country by its immigration authorities.
