The government presented on Tuesday the rules for the “Green Passport” , wherein entry in restaurants, cultural events and travels will be regulated.

The planned “green passport” can be read via QR code everywhere from July. This will probably be regulated differently from country to country, for example, how long you have to be vaccinated for entry, how long a PCR test is valid or how long you have to be convalescent. According to Austrian Minister Wolfgang Mückstein, there is a need for discussion as to whether vaccines not previously approved by the EMA – for example, the Chinese ones such as Sinopharm or the Russian Sputnik V – will be accepted.

Green passport to be introduced in Austria in three phases
The “green pass” will be introduced in Austria – as already known – in three phases. The first of these starts with the big opening steps on May 19. The “green pass” is valid as an entrance ticket for example to gastronomy or events.

Self-tests are also to be recognized
Self-tests will be recognized, presumably also those at schools. However, these self-tests are only valid for 24 hours, antigen tests for 48 hours and PCR tests for 72 hours. Those who have overcome the disease in the past six months are considered recovered. Vaccination is valid for three weeks after the first step. Mückstein considers that “justifiable.” Those who do not pick up a second sting will lose their license again later. How long the vaccination is valid in total will be determined at the EU level. The health minister assumes that an agreement will be reached on eight or nine months before a new vaccination is necessary.

Digital passport from June 4
According to Tourism Minister Elisabeth Köstinger (ÖVP), the second phase of the “Green Passport” will be launched on June 4 – namely the digital application at national level. For this, there will be certificates proving test, vaccination or recovery.

The digital certificate can be downloaded at gesundheit.gv.at, for which cell phone signature or citizen card is required. The controller, e.g., the hairdresser can check with its own app whether access is allowed. The customer must be able to prove his identity.

Proof via e-card will also be possible. When it comes to the e-Card,there will be achecking app developed by Social Security. This will be used to scan the card number and then display whether or not access is permitted.

Green Passport to be finalized in July
The Green Pass will be finalized in July, in time for the travel season. In the process, the digital solution will then be recognized in the EU and presumably also in the EEA area and Switzerland. The catch is that each country can set its own criteria. This means, for example, that there could well be states that only allow test-free access after the second sting in the vaccination. It is also unclear how mandatory testing for children is handled elsewhere. In Austria, for example, children up to the age of 10 can go to a restaurant with their parents without being tested.

Young people over the age of ten will not be spared testing for the time being anyway, as there is no coronavirus vaccination for them yet. However, Mückstein assumes that this age group will also be able to be immunized in August or September. The shortage of vaccine will soon be over. The minister believes that people willing to be vaccinated will be sought as early as the end of June.
